"Mrs. Kaplan has a very clear understanding of the problems in the Howard County public school system and realizes that it is time to make significant changes.
She has a widespread view, firmly believes in the basic purpose and philosophy of education, and has a clear vision and plan for improving the current situation."
Eric Zhang
HCPSS Parent, District 4
"We moved to Howard County for a school system that was diverse, inclusive and focused on educational excellence. We need Board Members like Julie to return HCPSS to that focus."
Deana Albert
District 4 Resident
"As a longtime Howard County resident and a mom of school-age children, I am concerned about the future of our public schools. Teachers are increasingly unhappy and are leaving our schools, our children's needs are not being met and our quality programs are being cut. We need common sense, accountability, and change. I am voting for Julie and ask you to do the same."
Nicole Miller
HCPSS Parent, District 4

With deep roots in Howard County spanning over twenty-five years, I offer a unique perspective shaped by firsthand experience as a resident and parent of two HCPSS graduates (photo on left).
Raised in Rockville and educated in Montgomery County Public Schools, I understand the nuances and challenges of public education. My journey from student to parent to accomplished marketing and revenue operations executive has equipped me with invaluable insights into strategic planning, cross-functional collaboration, and fostering a culture of continuous improvement.
My experience driving success in diverse, complex environments and my passion for ensuring equitable access to quality education positions me as a committed advocate for Howard County students and educators. As a candidate for the Board of Education, I bring a pragmatic approach to problem-solving and a track record of developing effective solutions in complex, budget-constrained environments. Together, let's harness my experiences and expertise to ensure that every child in Howard County can thrive academically and personally.
Here are a few fun facts about me:
I graduated from Richard Montgomery High School in Rockville, MD, where we were called the Rockets. It's a unique tradition at our school that during the national anthem, the entire student body would enthusiastically shout "Rockets." Even today, whenever I hear or sing the anthem, that word resonates loudly in my mind or escapes my lips. It's a reminder of the spirit and unity fostered in those hallways.
I co-authored Counting on Chicks in 2013! It is a children's book that demonstrates the importance of giving in a way young children can understand and model. All proceeds support the Heifer International organization, which is dedicated to caring for the earth and ending hunger and poverty.
I am ready to serve our community with that same spirit and unity I have always exhibited. Together, we can resolve the budget issues and provide a quality education that draws out each student's unique talents and interests.
